Introduction

The Indian education system is undergoing a historic transformation under the National Education Policy (NEP) 2020, which emphasizes flexibility, multidisciplinary learning, skill development, and research orientation. In line with this policy, Savitribai Phule Pune University (SPPU) has issued important guidelines through Circular No. 44/2026 for implementing a Four-Year Undergraduate Programme (FYUG) in affiliated colleges.

This change is not merely structural but aims to redefine higher education by making it more student-centric, outcome-based, and globally competitive.

Background and Implementation

As stated in the document (Preamble on Page 2), SPPU has already implemented the NEP framework:

·         From Academic Year 2023–24 in autonomous colleges and university departments

·         From Academic Year 2024–25 in affiliated colleges

The fourth year (Honours / Research) will begin:

·         2026–27 for autonomous institutions

·         2027–28 for affiliated colleges

This phased implementation ensures smooth transition and readiness of institutions.

Structure of the Four-Year Undergraduate Programme (FYUG)

According to the guidelines (Page 3), the undergraduate programme is divided into eight semesters and offers two major pathways:

1. FYUGH – Four-Year UG Degree with Honours

·         Requires 160–176 credits

·         Focus on major subject specialization

·         Includes internship (minimum 4 credits) in the fourth year

2. FYUGR – Four-Year UG Degree with Honours with Research

·         Includes a 12-credit research project/dissertation

·         Suitable for students interested in higher studies and research careers

Curriculum Design and Learning Components

The programme follows a multidisciplinary approach with six major verticals (Page 3):

1.      Major / Minor / Core subjects

2.      Multidisciplinary courses

3.      Open electives

4.      Vocational and skill enhancement courses

5.      Ability Enhancement Courses (AEC), Value Education Courses (VEC), Indian Knowledge Systems (IKS)

6.      Co-curricular activities (Internship, Field Projects, Community Engagement)

This structure ensures holistic development—academic, practical, and ethical.

Credit System and Learning Hours

As per the guidelines (Page 10), the credit system is aligned with the National Credit Framework (NCrF):

·         40 credits = 1200 learning hours

·         1 credit = 15 hours (theory)

·         1 credit = 30 hours (practical/studio/workshop)

Different learning formats include:

·         Classroom teaching

·         Laboratory work

·         Studio and creative activities

·         Workshops and skill-based training

·         Seminars and group discussions

Additionally, community engagement (Page 11) is an essential part of learning, connecting theory with real-life social issues.

Admission to Fourth Year (FYUGH & FYUGR)

Eligibility Criteria (Page 5 & 8)

To enter the fourth year, students must:

·         Complete three years (Semester I–VI) successfully

·         Achieve a minimum CGPA of 7.5

·         Have no backlog (No ATKT)

·         Register on the ABC (Academic Bank of Credits) portal

This ensures that only academically competent and consistent students proceed to advanced specialization.

Admission Process

As mentioned (Page 6):

·         Colleges will form an Admission Committee

·         The process must be fair, transparent, and merit-based

·         Guidelines of UGC, State Government, and MAHASARC must be followed

Reservation and Scholarships

·         Reservation policies will follow Government of Maharashtra rules (Page 6 & 9)

·         Scholarships will be applicable as per government norms

·         Students must pay full fees initially, subject to later benefits

Eligibility of Colleges to Offer FYUGR (Research Programme)

As per (Page 7):

Colleges can offer FYUGR only if:

·         They have an approved PG programme

·         They possess a recognized Research Centre

·         They have at least two permanent faculty members in the subject

This ensures quality research environment and academic rigor.

Students can exit after:

·         1 year → Certificate

·         2 years → Diploma

·         3 years → Degree

·         The fourth year will not be automatically granted to all colleges

·         Framing guidelines

भारताची शिक्षण व्यवस्था राष्ट्रीय शिक्षण धोरण (NEP) 2020 मुळे मोठ्या परिवर्तनाच्या टप्प्यात आहे. या धोरणाचा उद्देश शिक्षण अधिक लवचिक, कौशल्याधारित, बहुविषयक आणि संशोधनाभिमुख बनवणे हा आहे. या पार्श्वभूमीवर सावित्रीबाई फुले पुणे विद्यापीठ (SPPU) ने परिपत्रक क्र. 44/2026 द्वारे चार वर्षांचा पदवी अभ्यासक्रम (FYUG) लागू करण्याचे मार्गदर्शन केले आहे.

हा बदल केवळ कालावधी वाढवण्यापुरता नसून, तो विद्यार्थ्यांना जागतिक स्तरावर सक्षम बनवण्यासाठी एक मोठा टप्पा आहे.

पार्श्वभूमी आणि अंमलबजावणी

परिपत्रकातील (पृष्ठ क्रमांक 2) माहितीनुसार:

·                     2023–24 पासून स्वायत्त महाविद्यालयांमध्ये अंमलबजावणी सुरू झाली

·                     2024–25 पासून संलग्न महाविद्यालयांमध्ये लागू करण्यात आली

चौथे वर्ष (Honours/Research) सुरू होईल:

·                     2026–27स्वायत्त महाविद्यालये

·                     2027–28संलग्न महाविद्यालये

चार वर्षांच्या पदवी अभ्यासक्रमाची रचना (FYUG)

(पृष्ठ 3 नुसार) हा अभ्यासक्रम 8 सत्रांमध्ये (Semesters) विभागलेला आहे.

1. FYUGH – ऑनर्ससह पदवी

·                     एकूण 160–176 क्रेडिट्स

·                     मुख्य विषयावर सखोल अभ्यास

·                     चौथ्या वर्षात इंटर्नशिप (किमान 4 क्रेडिट्स)

2. FYUGR – ऑनर्ससह संशोधन पदवी

·                     12 क्रेडिट्सचा संशोधन प्रकल्प/प्रबंध

·                     संशोधन आणि उच्च शिक्षणासाठी उपयुक्त

अभ्यासक्रमाची वैशिष्ट्ये (Curriculum Structure)

या अभ्यासक्रमात खालील 6 प्रमुख घटक (Verticals) आहेत:

1.                मुख्य/गौण विषय (Major/Minor)

2.                बहुविषयक अभ्यासक्रम

3.                खुल्या निवडक विषय (Open Electives)

4.                कौशल्य आणि व्यावसायिक अभ्यासक्रम

5.                AEC, VEC आणि IKS (मूल्याधारित शिक्षण)

6.                सहशैक्षणिक उपक्रम (इंटर्नशिप, प्रकल्प, समुदाय सेवा)

यामुळे विद्यार्थ्यांचा सर्वांगीण विकास होतो.

क्रेडिट प्रणाली आणि अभ्यास तास

(पृष्ठ 10 नुसार):

·                     40 क्रेडिट्स = 1200 तास

·                     1 क्रेडिट =

o        15 तास (सिद्धांत)

o        30 तास (प्रात्यक्षिक)

अभ्यास पद्धती:

·                     वर्गातील अध्यापन

·                     प्रयोगशाळा कार्य

·                     स्टुडिओ/सर्जनशील उपक्रम

·                     कार्यशाळा

·                     सेमिनार आणि गटचर्चा

तसेच (पृष्ठ 11) समुदाय सहभाग हा महत्त्वाचा भाग आहे.

 

चौथ्या वर्षासाठी प्रवेश (Eligibility)

(पृष्ठ 5 आणि 8 नुसार):

विद्यार्थ्यांनी:

·                     तीन वर्षे पूर्ण केलेली असावीत

·                     किमान 7.5 CGPA असावा

·                     कोणताही ATKT/बॅकलॉग नसावा

·                     ABC (Academic Bank of Credits) मध्ये नोंदणी असावी

प्रवेश प्रक्रिया

·                     महाविद्यालयात प्रवेश समिती स्थापन केली जाईल

·                     प्रक्रिया पारदर्शक आणि न्याय्य असेल

·                     UGC, राज्य सरकार आणि MAHASARC नियमांचे पालन होईल

आरक्षण आणि शिष्यवृत्ती

·                     महाराष्ट्र शासनाच्या आरक्षण धोरणानुसार प्रवेश दिला जाईल

·                     शिष्यवृत्ती योजना लागू राहतील

·                     विद्यार्थ्यांना सुरुवातीला पूर्ण शुल्क भरावे लागेल

FYUGR (Research) देण्यासाठी महाविद्यालयांची पात्रता

महाविद्यालयाकडे असणे आवश्यक:

·                     मान्यताप्राप्त PG कोर्स

·                     अधिकृत संशोधन केंद्र

·                     किमान 2 कायमस्वरूपी प्राध्यापक

1. मल्टीपल एंट्री-एग्झिट सिस्टम

·                     1 वर्षप्रमाणपत्र
