भारतातील उच्च शिक्षण व्यवस्था गेल्या काही दशकांत मोठ्या प्रमाणात विस्तारली असली तरी शिक्षण आणि रोजगार यांच्यातील दरी ही एक गंभीर समस्या म्हणून कायम राहिली आहे. दरवर्षी लाखो विद्यार्थी पदवीधर होतात, परंतु त्यांच्यापैकी मोठ्या प्रमाणावर विद्यार्थी उद्योग क्षेत्राच्या अपेक्षेनुसार तयार नसतात. पदवी मिळाल्यानंतरही रोजगार मिळण्यात येणाऱ्या अडचणी, उद्योगांना आवश्यक असलेल्या कौशल्यांचा अभाव, प्रत्यक्ष कामाचा अनुभव नसणे आणि शिक्षणातील सैद्धांतिकतेचे वर्चस्व ही या समस्येची प्रमुख कारणे आहेत.

राष्ट्रीय शैक्षणिक धोरण 2020 (NEP-2020) ने या वास्तवाची दखल घेत शिक्षण अधिक कौशल्याधारित, अनुभवाधारित आणि रोजगाराभिमुख करण्यावर भर दिला. याच पार्श्वभूमीवर विद्यापीठ अनुदान आयोग (UGC), अखिल भारतीय तांत्रिक शिक्षण परिषद (AICTE) आणि महाराष्ट्र शासनाने Apprenticeship Embedded Degree Programme (AEDP) ही अभिनव योजना सुरू केली आहे. ही योजना भारतीय उच्च शिक्षण क्षेत्रात एक महत्त्वपूर्ण बदल घडवून आणणारी ठरत आहे.

AEDP म्हणजे नेमके काय?

Apprenticeship Embedded Degree Programme (AEDP) म्हणजे पदवी शिक्षणासोबतच उद्योग, व्यवसाय, बँका, सरकारी संस्था, स्वयंसेवी संस्था किंवा इतर कार्यक्षेत्रांमध्ये प्रत्यक्ष प्रशिक्षण (Apprenticeship) घेण्याची संधी उपलब्ध करून देणारी शैक्षणिक व्यवस्था होय.

पारंपरिक शिक्षणात विद्यार्थी वर्गखोल्यांमध्ये सैद्धांतिक ज्ञान आत्मसात करतात; मात्र AEDP मध्ये विद्यार्थी ज्ञानासोबत अनुभवही मिळवतात. महाविद्यालयातील शिक्षण आणि उद्योगातील प्रशिक्षण यांचे एकत्रीकरण करून विद्यार्थ्यांना वास्तव कार्यक्षेत्राशी जोडले जाते. त्यामुळे विद्यार्थी केवळ पदवीधर न राहता उद्योगासाठी तयार झालेले व्यावसायिक म्हणून विकसित होतात.

AEDP ची आवश्यकता का निर्माण झाली?

आजच्या स्पर्धात्मक आणि तंत्रज्ञानाधारित युगात केवळ पदवी पुरेशी ठरत नाही. उद्योगांना अशा कर्मचाऱ्यांची आवश्यकता आहे जे तांत्रिकदृष्ट्या सक्षम, संवादकुशल, समस्या सोडविण्यात तरबेज आणि कार्यानुभव असलेले असतील.

भारतामध्ये अनेक सर्वेक्षणांमधून असे दिसून आले आहे की मोठ्या प्रमाणावर पदवीधर विद्यार्थ्यांमध्ये रोजगारासाठी आवश्यक कौशल्यांचा अभाव आहे. उद्योगक्षेत्र सतत कौशल्ययुक्त मनुष्यबळाच्या कमतरतेची तक्रार करत असताना दुसरीकडे लाखो तरुण बेरोजगारीचा सामना करत आहेत. या विसंगतीचे मुख्य कारण म्हणजे शिक्षण आणि उद्योग यांच्यातील दुवा कमकुवत असणे.

AEDP ही संकल्पना याच समस्येवर प्रभावी उपाय म्हणून समोर आली आहे. शिक्षण घेत असतानाच विद्यार्थ्यांना उद्योगातील वास्तव कामकाजाचा अनुभव मिळाल्यामुळे त्यांची रोजगारक्षमता मोठ्या प्रमाणावर वाढते.

AEDP चे सर्वात मोठे वैशिष्ट्य म्हणजे "Learn While You Earn" अर्थात "शिका आणि कमवा" ही संकल्पना.

अप्रेंटिसशिप प्रशिक्षणादरम्यान विद्यार्थ्यांना उद्योगांकडून स्टायपेंड मिळू शकतो. त्यामुळे शिक्षण घेत असतानाच आर्थिक मदत मिळते. ग्रामीण आणि आर्थिकदृष्ट्या दुर्बल विद्यार्थ्यांसाठी ही संधी विशेष महत्त्वाची ठरते. शिक्षणाचा खर्च भागविण्यासोबतच विद्यार्थ्यांमध्ये आत्मनिर्भरतेची भावना निर्माण होते.

विद्यार्थ्यांसाठी सुवर्णसंधी

AEDP विद्यार्थ्यांना अनेक प्रकारे सक्षम बनवते.

सर्वप्रथम, विद्यार्थ्यांना प्रत्यक्ष उद्योगातील वातावरणात काम करण्याची संधी मिळते. यामुळे उद्योगातील शिस्त, कार्यसंस्कृती, वेळेचे व्यवस्थापन, संवाद कौशल्य, संघभावना आणि नेतृत्वगुण यांचा विकास होतो.

दुसरे म्हणजे, विद्यार्थ्यांचा आत्मविश्वास वाढतो. वर्गात शिकलेल्या संकल्पनांचा प्रत्यक्ष वापर कसा केला जातो हे समजल्याने शिक्षण अधिक अर्थपूर्ण बनते.

तिसरे म्हणजे, उद्योगांशी थेट संपर्क प्रस्थापित झाल्यामुळे विद्यार्थ्यांना रोजगाराच्या संधी वाढतात. अनेक वेळा अप्रेंटिसशिप पूर्ण केलेल्या विद्यार्थ्यांना त्याच संस्थेमध्ये कायमस्वरूपी नोकरीची संधी मिळते.

चौथे म्हणजे, विद्यार्थ्यांचे व्यक्तिमत्त्व सर्वांगीण विकसित होते. व्यावसायिक नैतिकता, निर्णयक्षमता, समस्या निराकरण क्षमता आणि नवोपक्रमशील विचारसरणी विकसित होते.

शिक्षकांसाठी नवी भूमिका

AEDP मुळे शिक्षकांची भूमिकाही बदलत आहे. पारंपरिक अध्यापनापुरती मर्यादित भूमिका न राहता शिक्षक उद्योग आणि शिक्षण यांच्यातील दुवा बनत आहेत.

उद्योगातील ताज्या घडामोडी, नवीन तंत्रज्ञान, बदलत्या कौशल्यांची गरज आणि रोजगार बाजारातील प्रवाह यांची माहिती शिक्षकांना मिळते. त्यामुळे अध्यापन अधिक वास्तववादी आणि उद्योगाभिमुख बनते.

आज NAAC, NIRF आणि इतर गुणवत्ता मूल्यांकन प्रक्रियांमध्ये उद्योग सहभाग, रोजगारक्षमता आणि कौशल्य विकासाला महत्त्व दिले जाते. AEDP या सर्व निकषांमध्ये संस्थांना सकारात्मक परिणाम मिळवून देते.
